Clivias - Phytosanitary into and out of South Africa
The importation of plant and animal material into all countries is subject to strict regulation and MUST be declared on arrival wherever you are going.
- IMPORT INTO SA.
- SA has strict control measures on arrival at Johannesburg International Airport (JIA), including sniffer dogs - do not risk the substantial penalties that are in force if undeclared seeds or plants are discovered.
- Clivia seed, if cleaned and in good condition, may be imported without certification.
- If you wish to bring clivia plants with you, obtain a copy of the Plant Import Permit of the person who is to receive the plants and just before departure have them inspected by your government inspectors. If approved in accordance with the SA import requirements they will issue a phyto (phytosanitary certificate) to that effect. Bring the original phyto, with a copy of the plant import permit, with you.
EXPORT FROM SA. As we understand matters, clivia seed may be imported without certification into the EU, Australia and NZ, while a phyto is needed for the US. For clivia plants, a phyto is required into all countries, and arrangements have been made for this to be done at JIA on your departure. It is your responsibility to determine what your countries requirements are, and if additional declarations (see e)) below are required send details in an e-mail to Mr E Phoku ( ernestp@nda.agric.za ) to clarify procedures.
- You must bring a copy of your own plant import permit and/or requirements for confirmation for the SA inspectors of what they are being asked to declare. Also bring an old toothbrush for cleaning the roots, and perhaps an empty suitcase to pack the plants in for the trip home. You will probably find little difference between excess/unaccompanied baggage and separate courier costs.
- When booking your flights allow about three hours at JIA for having your plants/seed inspected. Three or more working days (Mon to Fri) before your departure phone the inspectorate on 011-3902580/1/2 during office hours (08:00 to 16:30) to inform them of your flight details.
- Plants and seed must be cleaned before arrival at JIA. For plants gently wash foliage and roots (remove all soil using the toothbrush (when touched with a moist fingertip there must be no trace of mud on the roots)), and dry the plants.
- Your seed and plants will be inspected at the terminal buildings - on arrival at JIA phone 011-3902580/1/2 and you will be told where to meet the inspector.
- The inspection will be done and if successful a phytosanitary certificate stating that the seeds/plants were found to be "visually free of soil, pests and diseases", without any additional declaration or treatment, will be issued.
- Fees for issuing the phyto certificate will be charged under tariff item "12.5.4.(b).(iii) - non-commercial and single items (gifts) - R50 per certificate".
